Business Analysis Support, Pennsylvania’s Department of Human Services (DHS)

Overview

The Pennsylvania Department of Human Services is a state agency in Pennsylvania dedicated to providing care and support to vulnerable citizens. With a range of program offices, the department administers various services including eligibility determination, foster care, early childhood development, services for individuals with disabilities, long-term living programs, and management of healthcare programs.

Project Scope

In July 2019, the Department of Human Services (DHS) of the Commonwealth of Pennsylvania issued an order mandating the procurement of a statewide child welfare case management system. The current IT systems will continue to be supported until the full transition to the new system, which is expected to be completed by 2025. Business Process Alignment and User Stories involving stakeholders are scheduled to conclude by early January 2024, with the finalization of work products expected the following month. Subsequent activities will include data clean-up, conversion, discovery, and system design/configuration.


Solution

V Group Inc. effectively executed a comprehensive range of Business Analysis responsibilities for the DHS, demonstrating our proficiency in overseeing various aspects of project execution.

Our responsibilities included planning, organizing, and managing OCYF project initiatives based on priority, as well as handling system defects and change request submissions and tracking. We ensured adherence to program office specifications and federal compliance requirements, providing regular status reports for assigned projects.

Additionally, we addressed data quality needs, reviewed user requirements and functional specifications, and supported system user acceptance testing and deployment activities. Our role encompassed compliance with project-specific standards and procedures, tracking progress against schedules, and preemptively addressing issues. We maintained relationships with key stakeholders, provided support for business operations and end users, and effectively resolved technical and operational issues.

Furthermore, we utilized Microsoft programs for documentation and communication, and assisted the Data Management section of SMDU as required. We utilized tools such as Team Foundation Server, Microsoft Azure, and Microsoft Test Manager for project management purposes. Our team facilitated meetings, developed presentations, and responded to inquiries from various stakeholders.

Overall, V Group Inc. played a vital role in aligning project objectives with organizational goals, including facilitating sponsor and executive level meetings.
