Project Management Support, New York City Department of Education

Overview

The New York City Department of Education (NYCDOE) is the department of the government of New York City that manages the city's public school system. The City School District of the City of New York (the New York City public schools) is the largest school system in the United States, with over 1.1 million students taught in more than 1,800 separate schools.

Project Scope

The Department required a Project Management Support expertise for planning, organizing, and managing large scale technology projects and managing various programs and projects within the DIIT PMO. Examples of these critical programs and projects included: Child Development Account – 529, DOE Web Sites Re-Design, Student Daily/ Period Attendance, DOE Integration Services/ Interfaces, and Legal Services.


Solution

The objective of the project was to provide continuous Project Management support to define project scope and project requirements, build business cases and oversee/prioritize the delivery and implementation of the corresponding technology solutions within the DIIT PMO. With a methodical approach, the project was broken down into several components to ease the process of offering quality services.

V Group Inc. provided support in the Project Management Life Cycle (PMLC), which encompassed the planning, organizing, and managing of resources to bring about the successful completion of specific projects' goals and objectives. We also helped in defining the project scope of work, developing detailed project plans, establishing milestones, and defining the resources/ funding, as and when they were needed.

In the beginning, we started the first phase of the project by managing partners, Technical Leads for giving a proper direction to the Software Development Life Cycle (SDLC). From establishing a logical process in developing information systems to managing all of them, we did it all. Requirements were captured with authentication resulting in the production of a highly qualified system meeting expectations within time and cost estimates. This approach made way for an effective and efficient current and planned Information Technology infrastructure.

Then, we evaluated the scope and complexity of projects and programs and implemented the necessary resources adhering to standard policies and procedures including- detailed project plans, allocating staff, and establishing budget requirements. We also developed and monitored schedules ensuring that projects were completed meeting deadlines. Led status meetings, tracked and maintained detailed issues and risks lists, and prepared appropriate project meeting minutes and status reports. Also, regular meetings with the team members and stakeholders ensured that integration issues were identified and resolved.

Identified project risks/issues and mitigation strategies, and communicated risk/issue status updates to stakeholders on time for the smooth functioning of the application. Assisted PMO with Methodology deployment and Process reengineering and evaluation efforts. In addition, interfaced with all levels of business and technical management staff and project teams to facilitate problem resolution and the resolution of competing priorities.

Monitored and managed team progress and conducted scope sessions for assistance in providing the solution and proposal statements including - providing technical approaches, tasks, deliverables, work estimate, assumptions, dependencies, etc. Also, executed the following tasks successfully - Work Breakdown Structure Development, Schedule Management and Baselining, Budget Initialization and Management, Risk/Issue Analysis and Management, Burndown Chart Development, Critical Chain Planning, and Buffer Management, Earned Value Management, WBS Pro.

Subsequently, clear communication of the program/application goals, operational and organizational philosophies, and policies and procedures in relation to applications development was completed successfully; V Group’s support assisted in managing the scope as per the project requirement.

Served as a liaison between Agency and solution’s contract and helped the client in managing various programs and projects within the DIIT PMO, aligned with their business’ requirements reducing support overhead.
