Client Background: 

The New York State Department of Health (NYSDOH) is the department of the New York state government responsible for public health. It is headed by Health Commissioner Howard A. Zucker, M.D., J.D., who was appointed by Governor Andrew M. Cuomo and confirmed by the State Senate on May 5, 2015. Its regulations are compiled in title 10 of the New York Codes, Rules and Regulations

Project Description:

NYS Department of Health (NYS DOH) required that physicians, physician assistants, specialist assistants and podiatrists performing office-based surgery (OBS) file adverse event reports (AER) with the Patient Safety Center. In the existing system, all reports were dated stamped and manually data entered in full into the partially developed OBS database accessed through the HCS and a subset of form information is entered into a second Access database.

This project will develop and implement an adverse event report form that can be completed and filed electronically by mandated reporters and build a new database that would contain all AER data, both current and legacy, support the operational work of the program in management, review, coding and disposition of AERs and provide a platform from which analytic reports can be generated .

V Group’s Deliverables 

V Group has supported the department in analysis and design of reporting, website, and user interface; transforms legislative, user and NYSDOH requirements into system and data requirements and analysis artifacts including use cases. The support also involved a critical aspect of preparing technical and user documentation including business use cases.

During this project, V Group’s deliverables included but not limited to:

  • Leading requirements gathering efforts and conduct Joint Application Design (JAD) sessions, focus groups and personal interviews to capture business and technical requirements, including the transformation of user, NYSDOH, and legislative requirements into system requirements
  • Documentation of the complex areas of the project using integrated analysis and modeling techniques
  • Working with NYSDOH staff to develop, review, and gain approval of business, data, technical, and quality requirements
  • Acting as a liaison with project stakeholders and develop use cases
  • Developing and modifying functional and design specifications, technical writing and documentation
  • Designing of of web pages and user interfaces after discussions with key stake holders.
  • Working with the Project Manager in managing product scope through requirement change requests and traceability, and determination of risks, issues, and other planning items as required by the project.
