Implementation of Criminal History Record Check System, NYDOH
The New York State Department of Health (NYSDOH) is the department of the New York state government responsible for public health. It is headed by Health Commissioner Howard A. Zucker, M.D., J.D., who was appointed by Governor Andrew M. Cuomo and confirmed by the State Senate on May 5, 2015. Its regulations are compiled in title 10 of the New York Codes, Rules and Regulations.
NYS Department of Health (NYS DOH) required to implement Criminal History Record Check (CHRC) system and required all the nursing homes and home health care providers to ensure that all unlicensed workers receive a criminal history record check under Public Health Law. DOH’s current 7-year-old system automated as many of the steps and processes as possible. However, several critical components required additional systems development.
The above Project was divided into several phases including Analysis and design of reporting, website, and user interface. From Business Process mapping and re-engineering (if needed) prospective the activities include transforming legislative, user and NYSDOH requirements into system and data requirements and analysis artifacts including use cases and preparation of technical and user documentation including business use cases.
V Group has successfully supported the department in this task by Leading requirements gathering efforts and conducting Joint Application Design (JAD) sessions, focus groups and personal interviews to capture business and technical requirements, including the transformation of user, NYSDOH, and legislative requirements into system requirements. This activity required heavy documentation including the complex areas of the project using integrated analysis and modeling techniques. For this project phase V Group’s team has worked closely with NYSDOH staff to develop, review, and gain approval of business, data, technical, and quality requirements and acted as a liaison between project stakeholders wherever required. We have developed use cases and modify functional and/or design specifications as required by the business stakeholder after critical review processes. V Group’s support also involved assisting the Project Manager in managing product scope through requirement change requests and traceability and determination of risks, issues, and other planning items as required by the project.
