SPPD Data Warehouse Reporting, NYS OCFS

Overview

The New York State Office of Children and Family Services (OCFS) is an agency of the New York state government within the Department of Family Assistance. OCFS is dedicated to improving the integration of services for New York’s children, youth, families, and vulnerable populations; promoting their development; and protecting them from violence, neglect, abuse, and abandonment. The agency provides a system of family support, juvenile justice, childcare, and child welfare services that promote the safety and well-being of children and adults. Among the operating principles across all program areas are that services should be developmentally appropriate, family-centered and family-driven, community-based, locally responsive, and evidence and outcome-based.

Project Scope

The New York State Office of Children and Family Services (OCFS) required a service provider; that can implement reporting, analysis, and measurements for Juvenile Justice and Child Welfare in New York State. This included the development of data structures and extractions that are necessary for the continued support of Local Districts of Social Services (LDSSs) and Federal Reporting. Reporting included AFCARS, NCANDS, CFSR, and Casework Contacts Federal Reporting where gaps carry substantial penalties. The vendor was supposed to primarily work on financial and fatality reporting as well as requests related to raising the aged programming.


Solution

As a prime vendor, V Group provided programmatic support in writing SQL scripts to extract and analyze juvenile justice child welfare data. V Group also supported the creation and testing of financial reporting for OCFS.

We did a thorough analysis and implemented our methods for data extraction and programming to investigate issues associated with financial (IV-E review, BICS), and fatality reporting. Our IT Specialist modified and maintained COGNOS models associated with financial (IV-E review, BICS), and fatality reporting to address the business needs.

Based on the requirements received, V Group also delivered new COGNOS reports associated with financial (IV-E review, BICS), and fatality reporting through Framework Manager.

V Group’s experts provided basic COGNOS training to OCFS, LDSS, and VA staff to ensure smooth knowledge transfer and awareness about the developments made for future reference.
