JAVA Development Support, New York State Education Department

Overview

The New York State Education Department is the department of the New York state government responsible for the supervision of all public schools in New York and all standardized testing, as well as the production and administration of state tests and Regents Examinations. In addition, the State Education Department oversees higher education, cultural institutions such as museums and libraries, and the licensing of numerous professions. It is headed by the regents of the University of the State of New York and administered by the Commissioner of Education.

Project Scope

State of New York Department of Education required a Java Development expertise to work closely with the application development team in support of the new client Improvement and Efficiency Project, in line with the client’s requirements.

The VR Reporting system was used to report on contract payments made on behalf of ACCES-VR consumers. It needed modification and enhancements to accommodate SFS-EE1 processing changes.


Solution

The objective of the project is to provide continuous Java Development support for assisting in the enhancement and migration of the overall framework structure, navigation, components, workflow, and security of the existing client VR Reporting System, aligned with the client’s business goals.

With a methodical approach, the project was broken down into several components to ease the process of offering quality services. In the beginning, V Group Inc. helped in providing support on the activities and responsibilities that included but were not limited to:

  • Worked with NYSED’s IT staff to obtain an overview of the VR Reporting system written in MS Access and Visual Basic.
  • For the SFS EE1 system, we analyzed existing programs to identify the code to be modified to implement the SFS EE1 changes
  • Modified programs based upon the analysis for creating and implementing a test plan for quality assurance adhering to standard guidelines. Coordinated with NYSED IT staff and ACCES-VR staff for testing purposes and organized documentation efforts to ensure easy maintenance for future modifications.
  • Helped in the troubleshooting of daily operational issues and responded to the queries, such as questions from users and vendors, electronic reporting errors, snapshot (data mart) creation errors, etc.
  • Migration of the existing platform to a new Platform - Java/Oracle platform, after implementing changes in SFS EE1 was done successfully.
  • Designed new and requested changes to existing Oracle database structures and the functionality of the MS Access/VB programs in Java was also re-written.
  • Developed Web Based portal – It was analyzed, coded, and tested thoroughly. This is the system that allows vendors to log in and upload their CRS Report deliverables. The reports needed to be tied to a VR consumer and associated authorization.

V Group’s support assisted in managing the scope as per the client’s requirement. Served as a liaison between Agency and solution’s contract and helped the client in enhancing and managing complex and/or detailed technical procedures in Java development aligned with their business’ requirements reducing support overhead.
