Enhancement of Department’s LeadWeb Application System, NYDOH

Overview

The New York State Department of Health (NYSDOH) is responsible for public health. It is headed by Health Commissioner Howard A. Zucker, M.D., J.D., who was appointed by Governor Andrew M. Cuomo and confirmed by the State Senate on May 5, 2015. Its regulations are compiled in title 10 of the New York Codes, Rules and Regulations.

Project Scope

LeadWeb is used by Local Health Department (LHD) staff to access and process information resulting from blood tests administered to children to test lead levels. Blood test results are submitted to LeadWeb daily from the Electronic Clinical Laboratory Reporting System (ECLRS). Data is also exchanged with the NYSDOH Immunization Registry (NYSIIS), through daily transfers between the systems. Annually, LeadWeb handles about 850,000 blood lead records pertaining to 250,000 children up to age 18 and contains legacy data dating back to the early 1990's. 

Project Effort: The LeadWeb application was originally implemented in Perl/CGI running on an Apache server and was recently been migrated to Java running on WebLogic server. Now that the migration has been completed, Department was looking for a vendor to work upon a lengthy backlog of requested functional enhancements to improve the application and support changes to business practices.


Solution

V Group as a prime vendor was responsible for leading the design and supervise coding from requirements and functional specifications. During the project delivery, we analyzed, evaluated, tested, debugged, documented, and implemented a complete Java application. Our team worked with the department's staff to ensure smooth and correct operations of any code or web services used by the application. We produced technical and user documentation as requested that made it easier for understanding the project and made a documented record of each activity done. Our team collaborated effectively with both technical and nontechnical personnel from the department and provided technical solutions for large scalable designs. V Group played a key role by communicating with programmatic units to translate business requirements into technical specifications.
