Designing and Development of Hyperion Architecture, WMATA

Overview

The Washington Metropolitan Area Transit Authority (WMATA) commonly referred to as Metro, is a tri-jurisdictional government agency that operates transit service in the Washington metropolitan area. WMATA was created by the United States Congress as an interstate compact between the District of Columbia, the State of Maryland, and the Commonwealth of Virginia.

WMATA provides rapid transit service under the Metrorail name, fixed-route bus service under the Metrobus brand, and paratransit service under the MetroAccess brand. The authority is also part of a public-private partnership that operates the DC Circulator bus system.

Project Scope

Washington Metropolitan Area Transit Authority (WMATA) was inviting vendors to help them in transforming its budgeting, forecasting, reporting, analytics and infrastructure capabilities. This involved implementing Hyperion Planning, Public Sector Planning and Budgeting, Data Relationship Management (DRM), Financial Data Quality Management (FDMEE), and Oracle Business Intelligence Enterprise Edition (OBIEE). They are expecting a solution that will establish a common business reporting framework. This would improve their reporting capabilities and enabling a robust dash boarding and analytics functionality that will enhance decision-making. These advancements will streamline budget formulation, standardize a variety of business processes, and drive greater transparency and access to information

Solution

V Group helped WMATA by designing and developing Hyperion architecture and was involved in the process of designing the metadata and data movement from Source to Staging to Hyperion application by creating ODI procedures, packages and setting up logical and physical schemas. The Hyperion Planning application (Operating & Capital) and their respective application have three plan types (Revenue, OpEx, and HCP) and two plan types (Capital & Subsidy). We further created a Calculation manager Rules based on the customer needs for aggregation of the data and writing custom calc rules based on the requirement.

V Group assisted in the setup of FDMEE artifacts like source adapters, import formats, and data load rules for loading of PeopleSoft Financials, HR, and EPM warehouse data. Using FDMEE python script and scheduling them for monthly, nightly, and semi hourly, we had automated the data loading process. To ensure all the required data has been incorporated, we validated the data between Source (PeopleSoft, etc) with Target (Hyperion).

To facilitate budgeting, V Group created Hyperion planning data forms that would load the forms from the users. We created Hyperion planning groups and assigned the group to the Hyperion planning dimension and assured they have appropriate access to the applications.

Various financial reports and tables were easily available and exported using the various features of the platform that facilitated decision making.

V Group was actively participating during the various migration phase to ensure a smooth transition over the period of time. We also facilitated integration between various platforms like Peoplesoft HR, Finance, and Hyperion Planning using Data Relationship Management (DRM), Financial Data Management Enterprise Edition (FDMEE), and Oracle Data Integrator (ODI).

V Group created DRM versions and hierarchies for metadata management, test scripts for Capital Expense module mapping each requirement with associated forms, business rule, FDMEE loads, financial reports and books and batch scripts, conducted functional testing for Human Capital Management(HCP) module for position planning by the employee and position number, created defects and impediments list during implementation and worked closely with business users to match the functional requirement with technical resolutions and conducted testing for Enterprise Performance Reporting Cloud Services(EPRCS) or Narrative Reporting for printing proposed and approved budget book.
