Consolidated Data Exchange (CDX), NYS OTDA


The Office of Temporary and Disability Assistance (OTDA) supervises a wide range of programs that provide services and supports to low-income families and individuals. OTDA administers these programs through local social services districts or community-based organizations. OTDA manages numerous other programs directly through contracts and the provision of direct services. Applications for the several programs are made to local social services districts unless otherwise noted, who determine eligibility and work directly with the client.

Project Scope

In this project, the main source of Federal and NY State OTDA Supplement information was the Social Security Administration’s State Data Exchange file (SDX). Various versions of the file were received daily, monthly, quarterly, and yearly. OTDA’s State Supplement Program (SSP) received the file, processed SSP-related information found in the file, and at the end of the day built a new version of the file and delivered it to the Welfare Management Solution (WMS) for further processing and delivery to other agencies that require the information.

OTDA was looking for a vendor that can provide assistance by moving the SDX processing from SSP and creating the OTDA Consolidated Data Exchange (CDX). Complete testing of the data flow and functionality of the project was expected from a vendor.


V Group assisted the agency in the functional testing by working closely with agency business staff, stakeholders, and the project team to review and validate the deployed development of requirements for the CDX/ SSP Phase 3 Enhancements and its associated business processes.

Our team was responsible to lead the effort to develop, communicate, and maintain methodologies and standards to promote a consistent approach to testing throughout the project and in supporting/maintaining the System. V Group's expertise made things easier for several project responsibilities like reviewing requirements and developing comprehensive test plans to validate that implementation meets the client’s needs, assisting in testing of CDX solution. The agency's project needed Testing Web Interfaces, Testing Batch processes using Soap UI, and also Create / Execute automated regression test scripts as required which we delivered smoothly.
