Analytical Support for Implementation .NET/ Oracles based software, NYDOH

Overview

The New York State Department of Health (NYSDOH) is the department of the New York state government responsible for public health. It is headed by Health Commissioner Howard A. Zucker, M.D., J.D., who was appointed by Governor Andrew M. Cuomo and confirmed by the State Senate on May 5, 2015. Its regulations are compiled in title 10 of the New York Codes, Rules and Regulations.

Project Scope

The NYWIC MIS - EBT Project was focused on transferring and implementing a .NET/Oracle software application from another state to replace the legacy PowerBuilder/Sybase WIC Statewide Information System (WICSIS) that supported the WIC program, as well as new mobile applications to support the program. Pilot of the new system was planned in 4/2018, with phased statewide rollout continuing into 2019.  Additional system enhancements were planned to be designed, developed and implemented during and after the statewide rollout.


Solution

V Group as a solution provider was required to effectively gather requirements and analyze for components of the new system. We were responsible for setting the process of defining user expectations for a new software being built or modified and future enhancements. Our team identified, discussed, and documented impacts on business processes covering every aspect of the requirement.

During the project we reviewed all the deliverables of the Transfer & Implementation to verify that business needs are satisfied, and requirements are covered. V Group not only provided user testing in a lead capacity but also worked closely with ITS, department’s project management staff to monitor and identify technical risks and issues. V Group’s experts provided knowledge transfer of the new system to NYS application support staff to ensure smooth knowledge transfer and awareness about the developments made for future reference.
