COBOL Architecture Support, County of Santa Clara

Overview

Santa Clara County is the sixth most populous county in California, with a population of 1.9 million people. The County contains 168 distinct voting districts, 15 cities encompassing approximately 1,300 square miles and a large concentration of electronics, information technology, research and manufacturing firms. County is the fifth-largest county government in the State.

Project Scope

The County was looking for a vendor to modernize the AIMS business applications currently running on an HP3000 platform to run on a Windows-based and web-based platform.


Solution

V Group Inc. successfully executed a comprehensive set of solutions to address complex legacy system challenges. The company's typical deliverables encompassed a wide range of tasks, including the migration of HP COBOL to Modern COBOL, which involved a staggering 1.3 million lines of code. Additionally, VPlus applications were seamlessly transformed into web forms, involving over 200 application screens. The migration of the IMAGE Database to SQL Server involved more than 400 database tables, and the conversion of JCL to Windows Scripts tackled a formidable task of 2,000+ jobs, some of which were daily, weekly, or monthly operations. 

Furthermore, V Group Inc. demonstrated its expertise by transitioning Quiz to Power BI and SQL Reports, involving the transformation of over 600 reports. The Maestro Scheduler was updated to a modern Windows-based Scheduler, encompassing more than 200 schedules. The SuperTool Script was converted into SQL Script, encompassing over 1,000 lines of code. The migration of KSAM & Flat Files to SQL Tables involved more than 20 files, and the transition from a Print Spooler to Modern Print Services covered more than 100 reports.  

The implementation approach followed a modular strategy, addressing each department and division's specific needs, including Business Division, Real Property, Standard Services and Exemptions, and others. Testing involved comparative side-by-side testing of the legacy and new systems to ensure a seamless transition. Post-implementation support was provided up to Roll Close, extending over a period of 12 months. Additionally, V Group Inc. facilitated knowledge transfer through comprehensive documentation of new processes and knowledge sharing with ASR Staff.
