Enterprise Application Development Support, New Jersey Infrastructure Bank

Overview

The New Jersey Infrastructure Bank is an independent State Financing Authority responsible for providing and administering low interest rate loans to qualified municipalities, counties, regional authorities, and water purveyors in New Jersey for the purpose of financing water quality infrastructure projects that enhance ground and surface water resources, ensure the safety of drinking water supplies, protect the public health, and make possible responsible and sustainable economic development.

Project Scope

NJIB required a vendor to assist in the development of an enterprise application for loan and fund administration for the New Jersey Environmental Infrastructure Financing Program

Solution

As prime vendor, V Group Inc. was responsible to assist in developing the backend and frontend of the application. We worked in collaboration with business and technology team members from both the NJ Department of Environmental Protection (DEP) and the I-BANK to create and develop the various program modules to assist in tracking, managing, and operating funds that are sourced from several different Federal, State and Private sources that are in turn, issued to several different recipients.

Firstly, we developed functional modules and services integral to the enterprise application. Working within a team environment, we produced high quality code, and participated in team and client meetings as needed/ requested.

The code was then reviewed for accuracy and functionality. We used expertise and knowledge of industry practices to design independent systems that can be used across multiple applications. We improved operations by conducting systems analysis, recommending changes in policies and procedures, and implementing enhancements.

Additionally, we supported and assisted in the development of team software engineers by providing advice, coaching and educational opportunities and identified new technologies that could improve the performance and development of the enterprise application.
