Overview

The Maryland Department of Transportation (MDOT) is an organization comprising five business units and one Authority: Maryland Transportation Authority (Transportation Secretary serves as chairman of the Maryland Transportation Authority) Maryland Transit Administration Maryland Port Administration State Highway Administration Maryland Motor Vehicle Administration Maryland Aviation Administration.

Project Scope

State of Maryland Department of Transportation required Business Process Consulting for working in tandem with OMBE staff to analyze business processes to improve business functions and processes within the entire organizational landscape. The project required conducting a holistic study of the program including research of all Maryland laws and other State MBE programs. It was much needed to modernize procedures and practices for OMBE to efficiently operate their department, complying with all the legal requirements, and providing secured as well as organized record keeping.


Solution

V Group provided end-to-end Business Process Consulting to the MDOT in developing process improvement and reengineering methodologies and principles to conduct process modernization contracts to achieve the specific objectives of this project. To enhance business process efficiencies, the Project was divided into several phases for getting a streamlined flow.

Firstly, we developed a comprehensive understanding of the OMBE business processes, Maryland law, and other State MBE programs to set things up. Then, we collected applicable information and business requirements from the OMBE for moving ahead. Post the collection of business requirements; we developed a business process reengineering methodologies.

Moving ahead, we again captured the parameters responsible for the next phase. We elicited information and requirements using interviews, document analysis, requirements workshops, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis. We also analyzed the existing programs, Maryland legislation and policy, and other State programs to recommend a re-engineered program compliant with the standard processes and were operationally efficient.

V Group successfully supported the client by analyzing recent audit findings and we also recommended solutions based on our findings. We also helped in analyzing the operational, technical, and economic risks of reengineering efforts. Developed a change management plan that mapped the existing program to the reengineered program.

Based on these parameters, business process efficiencies were analyzed thoroughly, and optimizations were applied to improve them further. Subsequently, a critical review of processes was completed; V Group’s support also involved assisting the team members in managing the product scope. Served as a liaison between Agency and solution’s contract we transformed the business processes in the most optimum way within the stipulated time in alignment with the client’s business goals.
