Analytical Support for State of Delaware Health and Social Services (DHSS) Project

Overview

The mission of the Delaware Health and Social Services (DHSS) is to protect and enhance the health of the people of Delaware by working together with others; addressing issues that affect the health of Delaware; keeping track of the State's health; promoting positive lifestyles; responding to critical health issues and disasters.

Project Scope

The State of Delaware Health and Social Services (DHSS) required Business Analysis support for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization.


Solution

The objective of the project included Business Analysis support for defining user requirements and verifying requirements-based solutions with analysis and problem solving aptitude combined with the ability to interact with various levels of business users, in line with the business needs.

V Group Inc. supported the client and understood the challenges that were present in the existing system. These challenges were reviewed by the team to overcome them ensuring smooth transitioning of the system.

In the first place, we identified the approach for this initiative with defined tasks and weekly statuses to achieve milestones. We also created notes, documented the processes, tasks and techniques while working in tandem with identified stakeholders. Also, we worked with business teams documenting existing requirements and processes through JAD (joint application development) sessions and interviews. In addition, we also identified the gaps in processes to enhance them meeting the identified business needs, goals and objectives. Maintaining a foundational, standardized approach, we did gap analysis towards stated processes for improvements. We also gathered and documented business requirements and processes that supported the use of the Screening for Life Application used by the Chronic Disease Section for the Division of Public Health.

In parallel, using the full system development life cycle (SDLC) and broad technical knowledge including client server environments and architecture, breed data/management and project management processes, we performed the tasks successfully.  Also, utilizing the DTI business requirements document template and the DHSS requirements matrix to document the source (s) of findings, we also persistently ensured the validity and integrity of artifacts successfully.

Receiving cues from both IT and business management, we facilitated the client by providing project status reports of progress, roadblocks and accomplishments with BA work on a regular basis. We also persistently ensured the validity and integrity of artifacts during the BSA process for a smooth project flow. Lastly, all the above steps in order allowed us to identify potential issues and escalate them on time, in line with the functional and design specifications and requirements.

Served as a liaison between Agency and solution’s contract, V Group Inc. supported the client in planning, implementing, executing, and evaluating the project successfully, keeping up to date with the latest know-hows and trends.
