Client Background:  

Maryland State Department of Education is a division of the state government of Maryland in the United States. The agency oversees public school districts, which are 24 local school systems — one for each of Maryland's 23 counties plus one for Baltimore City. Maryland has more than 1,400 public schools in 24 public school systems, with 2019 enrollment of approximately 900,000. Of the student body, 42% are on FARMS and 22% are Title 1.   

Project Scope: 

The State of Maryland Department of Education (MSDE) required Database Administration Support for IT maintenance and upkeep and maintenance of the three applications - The MA Grants Viewer, AWLOC, and AWPOC to extend the project life cycle, provide data analysis of information related to medical coding, costs, and service providers in compliance with state and federal requirements. 


V Group has provided end-to-end Database Administration Support to the client for the Interagency Collaboration Branch, to achieve the specific objectives of this project.  

To enhance capabilities and efficiencies, the above Project was divided into several phases for getting a streamlined flow. Firstly, we helped in maintaining the web-based systems for providing accurate daily, monthly, and yearly information through Microsoft’s .NET Framework, for automatic notifications of late reporting. We also provided written source code documentation and any required additional “operational” details to be added to the source code documentation as required for upgrades to the MA Grants Viewer, AWLOC and AWPOC applications. We also made sure that that the MA Grants Viewer, AWLOC, and AWPOC databases remained operational; if the system/databases crashed or went down, we ensured that they are up and running within 24 hours upon notification. 

To get things moving, we helped the client by providing support in the design, development, and optimization of SQL Databases and configuration of Microsoft Window Servers. Maintenance of monthly billing runs, as well as monthly and annual reports for reconciliation of the Intergovernmental Transfer. Supported the upload of data from Annapolis Data Center in a direct access storage device (DASD) format into MA Grants Viewer. Coordinated with MSDE administrators for the design, optimizations, and repair of SQL Server databases and tables for billing runs which may be affected by repairs to import functions, stored procedures, and data views. Testing of repaired MA Grants Viewer for a smooth flow of the application was done successfully. Provided support to users and administrators in resolving technical and administrative issues on a regular basis. Subsequently, a critical review of processes was completed; V Group’s support also involved assisting the team members in managing the product scope.  

Served as a liaison between Agency and solution’s contract, we helped in IT maintenance and upkeep of the applications in the most optimum way within the stipulated time in alignment with the client’s business goals.
